Dr. Saad is a respected financial executive and public sector strategist with extensive experience across both government and international corporate sectors. He currently serves as Chief Financial Officer at John Cockerill Defense for Military Industries, where he leads global financial strategy, governance, and performance.

Prior to this role, Dr. Saad held senior leadership positions at the Saudi Ministry of Finance, including Director of Budget and Business Control and Senior Financial Advisor for International Relations and Macroeconomic Policy. His work helped shape national budgeting frameworks, guide economic policy, and manage Saudi Arabia’s financial relationships with global institutions such as the IMF and World Bank.

He played a key role in advancing public financial management, notably launching 108 strategic projects in 108 days. He also contributed to the Budget Handbook, distributed to over 500 government entities annually.
